VATICAN CITY: Oscar Romero, the late archbishop of San Salvador,
could be beatified as early as this year, according to reports from
the Vatican. His path towards sainthood has recently been cleared of
obstacles placed on it for decades by Catholic conservatives.
Attitudes towards the archbishop, murdered by the single bullet of a
terrorist marksman in the capital of El Salvador as he was saying
Mass on March 24th, 1980, have varied widely. Ordinary Catholics in
Latin America and farther afield proclaimed him a martyr after his
assassination in the small chapel of a hospital in the capital of El
Salvador. At his funeral Salvadorean troops fired into the massive
crowd of mourners, killing 40.
His simple tomb in the city's ugly unfinished concrete cathedral has
seldom been free of people coming to express their affection and
reverence for someone who fought for the poverty-stricken majority in
a deeply divided society mercilessly controlled by a tiny oligarchy.
Conversely, Pope John Paul II was patently cool towards the Romero
legacy, scarcely pausing at the tomb when he went to San Salvador.
This coolness was adopted by many senior Vatican figures.
US governments, too, feared the archbishop's opposition to their Cold
War strategies. His admirers among supporters of liberation theology
were targeted by Washington and Rome. As the US dispensed lavish
military and economic aid to the Salvadorean regime in its bloody
struggle with insurgents, US officials mischievously suggested the
archbishop had sided with the Sandinistas of Nicaragua and the Cuban
president Castro.
Five years ago Pope John Paul approved the preparation in secret of a
lengthy report on the archbishop's conduct and thought which
conservatives believed would show him up badly. In the event the
report, completed in February, absolved him of any theological
irregularity.
Action or the lack of it on the Romero question will indicate much
about the new papacy. Pope Benedict has already indicated he will
leave beatifications, the processes which give the persons involved
the title of Blessed, to his cardinals, while he will limit himself
to canonisations.
Any beatification of Romero would finally draw a veil over Rome's
treatment of him, widely regarded as scandalous.
Oscar Arnulfo Romero, who as a boy served as a telegraph messenger
and a carpenter, was seen as a cautious conservative when he was an
auxiliary bishop of San Salvador from 1970 to 1974 and bishop of
Santiago de Marma from 1974 to 1976.
Yet immediately he was appointed archbishop in 1977 he was tested by
a series of massacres carried out by a right-wing military regime
which had achieved power by fraud and was maintaining it with terror.
In protest the archbishop suspended all Masses in his diocese but one
to be held in his cathedral. In private he was fiercely attacked for
that decision by the papal nuncio Archbishop Emmanuele Gerada, who
called him irresponsible, imprudent and inconsistent. The
establishment-minded Maltese-born diplomat later became nuncio to
Ireland.
In 1977 a fellow bishop Mgr Marco Revelo spoke in Rome to accuse
church workers in the Salvadorean countryside of being Marxists and
Maoists, not only endangering the workers from military death squads
but also opening the door to further criticism of Romero from the
dictatorship and conservatives in the Vatican and Washington.
Shortly afterwards the archbishop was ordered by Cardinal Jean-Marie
Villot at the Vatican to get on better with the military regime and
adopt a more serene, balanced and impartial vision of the conditions
of the country.
In 1978 he was conferred with an honorary degree from Georgetown
University in Washington despite furious Vatican lobbying, yet later
Rome successfully blocked the award of one from Loyola University in
New Orleans.
In February 1980, as Salvadorean streets were awash with blood, the
archbishop read from the pulpit a letter he had sent to the
embarrassed US president Carter, appealing to him to halt US arms
sales and training for the murderous Salvadorean army. On March 23rd
his homily contained his most powerful appeal yet to government
forces: "I beg you, I ask you, I order you in the name of God: stop
the repression!" The next day he fell to the terrorist's bullet.

Recruiting for Iraq in El Salvador
El Salvador has 380 soldiers of its armed forces on the ground in Iraq
as part of the US coalition. However, La Prensa Grafica reports this
week that three thousand civilians in El Salvador are currently
waiting to hear if they will be hired by private military contractors
to work in Iraq. Last December, reports described the hiring of
between 150 and 200 Salvadorans to work as security guards and in
support positions in Iraq. Those workers have apparently now returned
home, and a larger work force awaits the opportunity to earn the high
(by Salvadoran standards) wages of working in Iraq. According to La
Prensa, the military contractors are particularly focused on hiring
persons with military training from the period of the Salvadoran civil
war who are familiar with the use of military weaponry.

ALTROTEMPO: ROMERO E' UN MARTIRE, MA LA CHIESA NON LO SA - Il vescovo
Romero è santo e martire anche se ufficialmente non è stato
proclamato. E questo è grave se paragonato alla discutibile santità
di altri. E' martire e santo per milioni di persone. Il messaggio
della sua missione è chiaro: una chiesa umile, povera, coraggiosa
nell'annuncio, nella denuncia, nella testimonianza, segno di una
nuova, possibile umanità.

Ci sono alcune date particolari perchè evocano le dimensioni più
profonde, più costitutive dell'essere, del relazionarsi,
dell'impegnarsi in modo deciso fino a dare la propria vita, nel senso
di "perdere" quella fisica e di raggiungere un significato ulteriore,
perenne.
Nelle date si registrano i fatti, gli eventi positivi e drammatici,
ma noi siamo sempre invitati ad andare "oltre" la cronaca per
cogliere motivazioni, percorsi, esiti, significati, esemplarità. La
storia che si concretizza e si registra spesso non è quella globale,
quella cui contribuiscono le diverse persone con le storie delle loro
vite.
Una di queste date, anche per me personalmente, e insieme per la
collocazione, l'azione di accoglienza e di promozione culturale del
Centro "E. Balducci" è senza dubbio quella dell'uccisione, del
martirio del vescovo Oscar Romero registrati dalla cronaca il 24
marzo del 1980, quindi 25 anni fa.
"Essere memoria" nei confronti di questo vescovo martire per esserlo
nei confronti di tutte le donne e di tutti gli uomini martiri, uccisi
cioè per un ideale di libertà, di giustizia, di uguaglianza, di
diritti umani, di convivenza pacifica. Diventare, essere memoria per
stare in modo cosciente, critico, libero, responsabile di fronte alla
logica del potere che impoverisce, opprime, uccide chi si pone
reclamando giustizia e dignità.
La vita e il martirio del vescovo Romero sono emblematici di come si
possa cambiare e trasformarsi quando si ascolta la Parola autentica
di Dio e i gemiti del popolo sofferente, del resto due voci
inscindibili, e si risponde con la compassione, con il coinvolgimento
del cuore e della ragione, con la dedizione sempre più convinta, in
un cammino di liberazione e di vita.
Il piccolo Salvador del vescovo Romero versa in una condizione
miserabile: su due milioni e mezzo di persone, ottocentomila sono i
disoccupati, il 73% è privo di acqua potabile; il 78% dei servizi
igienici, il 57% è analfabeta, il 1,9% è proprietario del 57,9% delle
terre.
Oscar Romero ha studiato a Roma; è un prete tradizionale, rigido
nella disciplina ecclesiastica, con simpatie per l'Opus dei; è però
attento ai poveri. La situazione politica è in continuo movimento:
resta costante il dramma di centinaia di leader sindacali e
studenteschi incarcerati, torturati, esiliati e uccisi. Gli squadroni
della morte spadroneggiano.
Romero viene eletto segretario della Conferenza Episcopale del
Salvador e vive nella capitale San Salvador; in questo periodo sono
due i suoi riferimenti fra loro difficilmente conciliabili: un laico
dell'Opus dei e un gesuita, p. Rutilio Grande, un uomo che con la sua
vicenda segnerà profondamente la vita del vescovo e il suo
cambiamento. Viene nominato segretario dell'Episcopato dell'America
Centrale e successivamente vescovo ausiliare della capitale.
La sua consacrazione episcopale di svolge con un fasto straordinario:
i ricchi della capitale, i cafetaleros, lo ricolmano di doni; le
autorità religiose, politiche, militari sono presenti al massimo
livello. Mentre a Medellin in Colombia la Conferenza generale
dell'Episcopato Latino- americano sceglie decisamente di stare con i
poveri, la realtà in tanti paesi è ben diversa. Romero sembra cieco,
anche se è caduta ogni parvenza di diritto e si minacciano i preti
che denunciano le ingiustizie; per il vescovo il problema più grande
sembra essere il comunismo di cui, a suo parere, i gesuiti sono
alimentatori.
Viene eletto vescovo effettivo della capitale, e poco a poco, con
dibattiti e lacerazioni interiori, inizia in lui il cambiamento,
soprattutto constatando le continue stragi, rapportate con l'estrema
povertà dell'80% delle persone.
Una parola, un'idea, un processo cominciano a farsi strada nella sua
vita di pastore: la liberazione, non solo dal peccato inteso in senso
spirituale, ma dalla fame, dall'ingiustizia, dall'oppressione.
Comincia a conoscere e riconoscere i segni: i massacri continuano e
il vescovo comincia a pronunciarsi anche pubblicamente. E nel marzo
1977 uccidono il suo amico gesuita p. Rutilio Grande, 49 anni,
insieme a un ragazzo e ad un anziano; saprà che le pallottole
appartengono alle armi dei corpi di sicurezza. Vegliando con la gente
tutta la notte in preghiera quei corpi, Romero vive un passaggio
particolarmente importante.
Uccidono un altro prete Alfonso Navarro, di 35 anni: il vescovo
dice: " Questo è il momento di sentirsi un'unica chiesa che porta la
redenzione non solo oltre la morte, ma qui sulla terra; è il momento
di lottare per un mondo più giusto, più umano, di lottare contro la
violenza e contro il crimine". Dice alla comunità: "Voi siete
l'immagine del Crocifisso. Sono venuto a dirvi che voi siete il
Cristo che soffre nella storia".
E ancora: "La chiesa deve denunciare il peccato strutturale, cioè
quelle strutture sociali, economiche, culturali e politiche che
emarginano la grande maggioranza del nostro popolo. La chiesa non
predica l'odio, la sovversione, il marxismo, ma l'amore; esiste una
violenza istituzionalizzata e in questa anche le persone guidate
dall'amore sembrano violente".
Dall'agosto 1977 abita in un modestissimo ambiente all'Hospitalito,
una casa di cura per malati di tumore: per stare in silenzio, anche
per meditare sulle minacce che nei suoi confronti sono in continuo
aumento.
Nel gennaio 1979 uccidono un altro giovane prete Octavio Ortiz Luna,
da lui molto stimato. A Puebla, dove si riunisce l'assemblea generale
dell'Episcopato Latino-americano, dice al giornalista italiano
Giancarlo Zizola: "La chiesa deve denunciare ciò che viola la vita,
la libertà, la dignità dell'uomo. Non chiede la vita, ma dà la vita
per difendere la vita. La mia funzione è essere voce di questa
chiesa. Colui che si impegna con i poveri deve correre lo stesso
destino dei poveri: scomparire, essere torturato, catturato, ucciso.
Come pastore della chiesa e del popolo, io sono obbligato a dare la
vita per coloro che amo".
Non è un eroe: talvolta vorrebbe chiudere gli occhi, non vedere, non
sapere: " A me tocca il destino di andare raccogliendo violenze e
cadaveri".
Romero viene a Roma, in Vaticano: se da Papa paolo VI ha ricevuto
incoraggiamento, ora Giovanni Paolo II gli raccomanda prudenza,
equilibrio, attenzione ai principi, più che alle denuncie concrete:
c'è la paura del comunismo; Romero risponde che ad osteggiare lui e
la chiesa non sono i comunisti, ma sedimenti cristiani che pretendono
di difendere ricchezza e potere.
Uccidono un altro prete, don Rafael, che era stato da lui la sera
prima, proprio come per un commiato; il vescovo dice: " Accanto al
sangue di insegnanti, operai, possiamo offrire il sangue dei nostri
preti. Questa è la comunione dell'amore: sarebbe triste che in una
patria in cui si sta assassinando tanto orribilmente non ci fossero
tra le vittime anche dei sacerdoti: essi sono la testimonianza di una
chiesa incarnata nei problemi del popolo".
Uccidono un altro prete, in chiesa, sotto gli occhi di sua madre. Il
vescovo cita un compositore popolare: " Dio non sta nel tempio, ma
nella comunità. Voi, poveri, siete il tempio...". I cambiamenti
politici si intrecciano con le ingiustizie e soprattutto con i
massacri. Il vescovo Romero indica con coraggio i nomi dei
responsabili; scrive una drammatica lettera al presidente degli USA
Carter perché interrompa il flusso delle armi al Salvador: si
scatenano le polemiche, nei suoi confronti aumentano le minacce
pubbliche e private, spesso anche al telefono nel cuore della notte.
Dice: "Mi costa accettare una morte violenta che in queste
circostanze è possibilissima. Le circostanze sconosciute dovrò
viverle con la grazia di Dio. Egli ha assistito i martiri e, se sarà
necessario, lo sentirò vicino a me, quando gli darò il mio ultimo
respiro."
E ancora: " Sono stato frequentemente minacciato di morte. Come
cristiano non credo alla morte senza resurrezione; se mi uccidono
risorgerò nel popolo salvadoregno... Come pastore sono obbligato, per
mandato divino, a dare la vita a coloro che amo, cioè tutti i
salvadoregni, anche quelli che mi uccidessero...La morte, se
accettata da Dio, sia per la liberazione del mio popolo e come una
testimonianza per il futuro... Un vescovo morirà, ma la Chiesa di Dio
che è il popolo non morirà mai."
Il 23 marzo, domenica, nella cattedrale gremita di gente il vescovo
Romero fa un appello drammatico agli uomini dell'esercito e della
guardia nazionale: "Fratelli, ammazzate i vostri fratelli campesinos!
Davanti all'ordine di ammazzare dato da un uomo deve prevalere la
legge di Dio che dice "Non ammazzate!" Nessun soldato è tenuto ad
obbedire a un ordine che è contro la legge di Dio: una legge immorale
nessuno deve adempierla! In nome di Dio, in nome di questo popolo
sofferente i cui lamenti salgono al cielo ogni giorno più tumultuosi,
vi supplico, vi ordino, in nome di Dio: cessi la repressione!"
Il giorno dopo, lunedì 24, mentre alle 18 celebra l'Eucarestia nella
chiesetta dell'Hospitalito un killer con un fucile di precisione lo
colpisce al cuore. E' il momento in cui sta alzando il pane e il vino
per l'offerta dell'Eucarestia.
Un uomo, un vescovo, convertito al Vangelo dai poveri, come lui amava
ripetere. Una vita esemplare: di fede, di cambiamento, di coerenza,
di fedeltà a Dio e al popolo.
Sono stato nei luoghi in cui sono avvenuti questi fatti. Mi sono
commosso, ho percepito luce e forza.
Il vescovo Romero è santo e martire anche se ufficialmente non è
stato proclamato. E questo è grave se paragonato alla discutibile
santità di altri. E' martire e santo per milioni di persone. Il
messaggio della sua missione è chiaro: una chiesa umile, povera,
coraggiosa nell'annuncio, nella denuncia, nella testimonianza, segno
di una nuova, possibile umanità.

IL DOPPIO MARTIRIO DI OSCAR ARNULFO ROMERO

Oscar Arnulfo Romero è stato un vescovo fedele al magistero della
Chiesa e alla sua dottrina sociale.
Egli ha subìto un doppio martirio perché non solo è stato ucciso ma
è stato anche strumentalizzato da quelle ideologie social-comuniste
che ha sempre combattuto perché propongono, come insegna la Chiesa,
un rimedio peggiore del male che pretendono di combattere ( cfr Pio
XI, Quadragesimo Anno n.10 ): per questo Giovanni Paolo II ha
affermato: "Romero è nostro".
Nel 1973 egli scriveva in merito alle teologie della liberazione:"-
di fronte a queste liberazioni dalla dottrina ambigua, la vera
teologia della liberazione non è altro che l'eterna dottrina della
salvezza di Cristo"-. In un altro scritto egli ribadiva la sua
chiara professione di fede: "- da parte nostra abbiamo preferito
restare ancorati alle cose sicure, attaccati con timore e tremore
alla roccia di San Pietro, riparandoci all'ombra del magistero
ecclesiastico, ponendo l'orecchio vicino alle labbra del Papa, invece
di vagare qua e là come acrobati audaci e temerari nel campo delle
speculazioni, opera di pensatori azzardati e di movimenti sociali di
dubbia ispirazione"- ( cfr Jesùs Delgado, Monsenor, vita di Oscar
Arnulfo Romero, Paoline 1986, Cinisello Balsamo-Milano, pag 98- 99 ).
Romero diventa vescovo il 22 febbraio 1977; il 12 marzo 1977 viene
assassinato padre Rutilio Grande che non era un teologo ma un pastore
che aveva scelto di operare accanto ai poveri.
Successivamente si venne a sapere che nell'uccisione di Padre Grande
erano implicati i corpi di sicurezza governativi. Romero assume un
atteggiamento di grande intransigenza nei confronti del governo del
presidente Molina ( cfr Jesùs Delgado, ibidem, pag 120-121 ).
La sua fermezza contro la corruzione ed i soprusi del governo e la
sua opzione preferenziale per i poveri ed i diseredati fanno credere
ai filo-marxisti che Romero sia scivolato verso le forme ambigue
della teologia della liberazione: alcuni teologi di dubbia
ispirazione parlano di questo periodo di Romero come del periodo
della sua -conversione - alla teologia della liberazione ( cfr Iesùs
Delgado, ibidem, pag 125-136 ).
In realtà Romero non sta né dalla parte degli ingiusti poteri
economici di orientamento massonico-liberale, né dalla parte del
comunismo: egli resta fedele alla dottrina sociale della Chiesa.
Romero scrive nel suo diario:"- (...) il mio appoggio
all'organizzazione popolare non significa affatto una simpatia per la
sinistra o, ancor meno, non vedere il pericolo dell'infiltrazione (
marxista, ndr ), che riconosco ben reale; ma vedo anche con chiarezza
che l'anticomunismo, fra di noi, molte volte è l'arma che usano i
poteri economici e politici per continuare le loro ingiustizie
sociali e politiche." ( Oscar Arnulfo Romero, Diario, La Meridiana,
Molfetta-Bari, 1991, presentazione di Luigi Bettazzi, in
collaborazione con Pax Christi Italia, pag 531 ).
Certo falso anticomunismo di stampo massonico-liberale, dietro cui
si nascondono ingiusti poteri economici, è il migliore alleato del
comunismo, sia perché gli prepara la strada ponendo le basi per la
nascita della lotta di classe, e sia perché spesso finisce per
colludere con il comunismo stesso. Non si può ignorare il fatto che
la rivoluzione comunista in Russia fu finanziata dall'alta finanza di
Wall Street e da essa sostenuta nei periodi ricorrenti di grave crisi
economica.
Negli anni passati è rimasta emblematica la denuncia del senatore
repubblicano Jesse Helms che ha documentato il fatto che il
dipartimento di stato degli USA ha imposto nei paesi dell'America
Centrale ( El Salvador, Guatemala, Costarica, Panama ) dei governi
socialisti perché il socialismo provocava la miseria e la miseria
creava un indebitamento pubblico che faceva il gioco dei banchieri di
New York ( cfr Pierre Faillant de Villemarest, le sources financieres
du communisme, ed CEI, Cierrey 1984, France; cfr M. Geller e A.
Nekric, Storia dell'URSS, Rizzoli 1984, pag 244-245, 744-745; cfr
Jesse Helms, Quaderni di Cristianità, n.5, estate-inverno, Piacenza
1986, pag 51 ).
Romero, nell'omelia del 16 aprile 1978, ribadisce la sua fedeltà alla
dottrina sociale della Chiesa:"- (...) se la Chiesa ha prospettive di
giustizia sociale e (...) non è d'accordo con l'attuale - ordine - di
ingiustizia imperante nel paese, questo non significa che la Chiesa
si identifichi con tutti coloro che aspirano agli stessi cambiamenti -
" ( cfr Jesùs Delgado, op. cit. , pag 137 ).
Al Presidente Molina succede il generale Carlos Humberto Romero: nel
paese continuano i soprusi, le violenze, la corruzione e i tumulti
sociali. Il 15 ottobre 1979 alcuni giovani ufficiali realizzano un
colpo di stato incruento e promettono un ritorno alla giustizia e
alla partecipazione democratica alla vita dello stato.
Romero, in un documento ufficiale, dà un appoggio - condizionato -
al nuovo governo: "- (...) questo governo potrà meritarsi la fiducia
e la collaborazione del popolo solo quando dimostrerà che le belle
promesse contenute nel proclama, diffuso all'alba, non sono lettera
morta (...). Da parte nostra, in qualità di Pastori della Chiesa,
siamo disposti al dialogo e alla collaborazione"- ( Oscar Arnulfo
Romero, op. cit., pag 351 ).
I sacerdoti della teologia marxista della liberazione, legati alle
organizzazioni popolari, protestano contro Romero e lo accusano di
tradimento. Le comunità di base vietano la vendita del giornale
diocesano e numerosi sacerdoti e laici delle organizzazioni popolari
occupano l'arcivescovado ( cfr Jesùs Delgado, op. cit., pag 156-161,
pag 163-164 ). Monsignor Romero scrive nel suo diario: "- Sono
arrivati (...) diversi gruppi di persone che hanno subìto danni a
causa degli atti di violenza di gruppi estremisti di sinistra.
Sembra così che la sinistra sia diventata più repressiva delle
repressioni che prima denunciava. Abbiamo espresso la nostra
solidarietà con tutti questi operai e lavoratori che hanno sofferto
danni gravi circa la loro situazione familiare ed economica-" ( Oscar
Arnulfo Romero, op. cit., pag 389 ).
Lunedì 5 novembre 1979, Romero scrive:"- ho ricevuto una lettera dal
signor nunzio del Costarica, portata da una suora salesiana, nella
quale mi comunica, in forma confidenziale, che dalla segreteria di
stato del Vaticano l'hanno pregato di avvertirmi che è arrivata là,
da fonte degna di fede, l'informazione di una minaccia contro di me
da parte dell'estrema sinistra.
Questa eventuale minaccia, se divenisse realtà, avrebbe lo scopo di
creare problemi alla nuova giunta di governo, e aumentare la
confusione nel nostro popolo-" ( Oscar Arnulfo Romero, op. cit. pag
374-375 ).
Nel gennaio del 1980 il processo di rinnovamento avviato dal nuovo
governo sembra bloccato, il governo entra in crisi, tutti i ministri -
civili - si dimettono, nel paese si respira un clima di vera e
propria guerra civile: da una parte si intensifica il desiderio di
repressione da parte dei militari e dall'altra cresce il desiderio di
insurrezione da parte delle organizzazioni popolari.
Romero si adopera instancabilmente fra le parti per cercare una
soluzione politica attraverso il dialogo ed il confronto.
Sabato 23 febbraio 1980, Romero scrive:"- (...) c'è una nuova
minaccia di morte. Infatti il signor nunzio del Costarica mi ha
avvisato che il pericolo della minaccia contro di me c'è di nuovo e
mi ha avvertito di stare attento-" ( Oscar Arnulfo Romero, op.
cit., pag 509 ).
Il 24 marzo 1980, alle ore 18,30, monsignor Romero viene ucciso
mentre celebra l'Eucarestia. Meditando sulla morte egli aveva scritto
nei propri appunti spirituali una frase dell'Apocalisse:- E cenerò
con Lui-.
Di solito egli cenava alle 18,30: la sera del 24 marzo cenò con il
Signore.

SAN SALVADOR, 31 May. 05 (ACI).- El Arzobispo de San Salvador, Mons.
Fernando Sáenz Lacalle, instó al Gobierno a defender la vida desde la
concepción porque "es lo más importante", así como procurar el
desarrollo económico del país.
A dos días de cumplirse el primer año de gobierno del Presidente
Elías Antonio Saca, el Prelado señaló que "no es mi papel estar
haciendo calificaciones al gobierno", pero "le pediría en primer
lugar que se defienda la vida, que es lo más importante, desde el
momento de la concepción".
En declaraciones a la prensa, Mons. Sáenz Lacalle indicó que sus
llamados no son sólo para el actual Gobierno, sino también para los
demás sectores y partidos políticos, quienes deben dejar de lado "sus
intereses partidistas" y velar para que el bien de la población "sea
el objetivo de las leyes que se planteen en la Asamblea Legislativa".
Asimismo, pidió esfuerzos para tutelar y defender a la familia,
brindándole toda la ayuda necesaria.
Expresó que la promoción de puestos de trabajo y el cuidado de la
familia "son los grandes retos" porque en definitiva son "derechos
fundamentales junto con la educación y la salud".

Support Net -- Saca's anti-poverty program
At the beginning of March, Salvadoran president Tony Saca announced
his multi-faceted program aimed at assisting the portion of the
country's population which lives in extreme poverty. The program goes
by the name "Red Solidaria" or "Support Net." A centerpiece of the
program is a plan to pay subsidies of 15 to 20 dollars per month to
poor families in those departments where poverty is greatest.
More details of the program were outlined in La Prensa Grafica this
week. The subsidy payments are now scheduled to begin in October.
Fifteen dollars a month will be paid to a qualifying family with one
child twelve years old or younger. Twenty dollars if the family has
two or more children.
The October commencement of the program will depend on El Salvador
receiving two loans from the World Bank and the Interamerican
Development Bank. Those loans are in the preliminary stages of
negotiation, and there will need to be approval by El Salvador's
National Assembly. Other details yet to be finalized include the
method of developing a census of qualifying families as well as the
method of distributing the subsidies. The current plan is to
distribute the funds through banks, but this raises concerns about the
ability of the poor, who certainly don't have bank accounts, to get to
the financial institutions.
El Faro continued its good coverage of the developing plan with
profiles of two families. As noted, only families with children 12
years old and younger are eligible to receive assistance. The head of
the household must sign an agreement that the money will be used for
the nutrition and schooling of children and must ensure that children
who are old enough attend school. One of the profiles features a
family of 12 children who will be eligible for the monthly stipend.
The parents express their doubts that twenty dollars per month can go
very far for such a large family. They also worry about many details
of the program which have still not been explained, three months after
its announcement.
The second profile describes two families with children aged 13 and
15. The families live in extreme poverty, but without children below
the age of 12, they are not eligible for the subsidies. A government
spokesman explains that the government is trying to do the best it can
with its limited resources.
Tim's comment: This new anti-poverty program is worth watching. It is
a small step, and there are many details which could be stumbling
blocks, but at least it is a step. It is easy to predict, however,
that starting payments at the end of the year will strengthen the
suspicions of the Left that this plan is really just an attempt to buy
the votes of the poor in the spring 2006 elections.

El caso del hermano Toby
Un popular pastor evangélico salvadoreño permanece bajo la detención
de autoridades federales estadounidénses en Houston, Texas. Según
artículos noticiosos, Edgar Lopez Bertrand, conocido como
el "Hermano Toby" fue arrestado en Houston por falsamente declarar
que una jovencita era su hija en una solicitud de pasaporte. Por
ser ciudadano estadounidénse naturalizado, la falsa declaración de
pasaporte obtenía tambien la naturalización para su supuesta hija.
Se dice que está negociando una resolución judicial con la
procuradería.
El hermano Toby es uno de los pastores evangélicos de más alto
pérfil en El Salvador. Desde su detención el 16 de mayo, su
historia ha sido noticia titular en El Salvador. Su iglesia
Tabernáculo Bautista Amigos de Israel tiene 80.000 miembros en El
Salvador. El tambien dirije un canal de televisión, una estación de
radio, y un periódico. Su ministerio tambien se ha extendido al
Internet. El sitio web de la iglesia reporta que 12 prisioneros se
han convertido al cristianismo cuando estuvieron encarcelados con el
hermano Toby. Los feligreses de su rebaño han realizado vigilias de
oración y han atado listones amarillos con la esperanza de llevar a
cabo su liberación de la detención en EEUU.

supporters renew efforts to get workers off the street

Maria del Carmen Yupe stood before a group of immigrant day
laborers, one of the city's most disorganized labor forces, to tell
them about the advantages of organization.
The men gather every morning on the East End streets around Sampson
and Canal, where they form a rough and chaotic labor market,
jostling for work from passing contractors. Neighbors sometimes
complain of job seekers drinking.
Yupe wants the men to agree to move a few blocks south to a newly
reopened day-labor center, where they will be able to seek work in a
more orderly fashion.
"We want to create a model, a center where you can come to find
work," she said at a recent meeting with about 20 workers. "We want
to help you organize."
Yupe, a volunteer at the nearby Our Lady of Guadalupe church, makes
it sound simple. But if she and the organizers behind the East End
Worker Development Center manage to get their facility off the
ground, leaders say, it will be one of the first day-labor sites in
the city to actually work.
Despite annual funding from the city of at least $100,000, day-labor
centers have had a troubled history in Houston.
Neighborhood opposition killed at least four proposed sites before
they opened. The center that operated on Sampson was shut down last
year after years of neglect.
And the one center now operating, the Oscar Romero site in southwest
Houston near Bellaire and Hillcroft, fails to attract more than a
few contractors a day.
GALVANIZED SUPPORT
More than a decade ago, advocates persuaded officials to support day-
labor centers with a plan to open several throughout the city. The
centers were supposed to get workers off the street, which was seen
as something that would benefit both them and the city.
"There were supposed to be three or four of them by now," said
former City Councilman Felix Fraga. "And there aren't."
But the dismal record has become a sort of rallying cry for
advocates pooling their resources behind the Sampson site, which is
scheduled to hold a grand opening in June.
They note that it will be run by Neighborhood Centers Inc., an
established nonprofit. It has the backing of local churches as well
as such groups as the Metropolitan Organization and Catholic
Charities.
"We feel very good about what's happening there," said Richard
Cantu, head of the mayor's office on citizens services.
The city has pledged $90,000 annually to fund the East End center,
in addition to the $100,000 already spent on the Oscar Romero site.
HOPE AND WARINESS
Most of the workers gathered for the recent meeting with Yupe say
they are also optimistic, particularly because of problems they face
with contractors.
"The contractors take us for fools," said Alberto, a Colombia native
who did not want his last name used. "They promise us $10, and they
pay us $6. Sometimes, they don't pay at all."
"That gives us courage" to organize, he said.
But other workers expressed skepticism about the center,
particularly because some saw how it was run before.
"That center isn't for everyone," said a worker who identified
himself as Gilberto.
He said the people who used to run the center played favorites.
"The contractors don't go there, so we don't go there," added worker
Andres Gallardo.
Some experts say it would be asking too much to expect the day-labor
centers to completely solve the problem of workers gathering on
corners.
The workers are so transient and there are so many sites across the
city that it would be difficult to get all the workers off the
street.
"There will always be some (contractors) who say, 'I don't want to
go there,' " said Francisco Deras, operator of the East End Worker
Development Center.
He said some contractors are just starting out and haven't filed for
the proper business licenses, which means they are reluctant to
register with a day-labor center.
ONE SUCCESS STORY
With some contractors hesitant to enter the centers and some workers
reluctant to submit to the system, side markets sometimes develop
outside the labor centers, Deras said.
That means the centers, which are supposed to reduce the number of
workers on the street, can sometimes bring more.
Advocates, however, point to one success story.
In the early 1990s, when the Gulfton neighborhood organization known
as GANO-CARECEN opened the Oscar Romero site on a busy intersection
along Westpark near U.S. 59, it worked well, Cantu and others said.
But the city eventually put that land to use as a recycling site,
and the Oscar Romero center moved first to Chimney Rock and then to
its new location, no longer on a major street.
Cantu concedes the site is too inconvenient for contractors and
workers, so most workers continue to gather on the nearby corner of
Bellaire and Hillcroft.
"They have faced a constant struggle in getting the day-laborers to
come into the center," Cantu said.
But Cantu and others also cite management problems at GANO-CARECEN,
which has gone through leadership changes.
Representatives of the group sometimes fail to appear at task-force
strategy meetings.
"They haven't been able to find a good site (for the Oscar Romero
center), and GANO has lost some of its charisma, for lack of a
better word," said Bob Fleming, of Catholic Charities.
GANO-CARECEN Director Nelson Reyes cites other problems.
Besides the out-of-the-way location, the center struggles because
the city does not do enough to stop the workers from gathering on
the streets, which would encourage them to use the center.
"The problem is not with GANO-CARECEN," he said. "The problem is
with the community."
But both GANO and the old center on Sampson continued to receive
city funding over the years, even after some began to question their
performance.
Records from the city controller's office indicate taxpayers spent
nearly $165,000 supporting the day-labor sites run by nonprofits in
2003.
That includes $97,700 for the Oscar Romero center, $37,000 for the
Sampson site that later closed and $30,000 toward a Northside
Redevelopment Center-operated site in the Near Northside that never
opened.

CAFTA's potential impact on people with HIV
Rahul Rajkumar, a member of Universities Allied for Essential
Medicines, wrote an op-ed piece in the Boston Globe about the
potential impact of CAFTA's provisions regarding protection of
intellectual property and data rights for pharmaceutical companies. He
fears that the provisions will make it difficult for Central American
countries to have access to inexpensive generic drugs to combat
HIV-AIDS:
"The office of the US trade representative maintains that nothing
in the agreement prevents governments from producing generic drugs and
that it will result in increased access to life-saving drugs as
stringent patent protection encourages innovation in drug development.
"The first of these claims is, unfortunately, false. CAFTA's
protection for drug test data ensures that while countries may be able
to produce generic drugs, they won't be able to use them. The second
statement is partially true but so disingenuous that it verges on
outright deception. Increased protection for patent rights will
certainly give drug companies larger profits, and this could
theoretically lead to more innovation. However, the pharmaceutical
market in Central America is so small that any increase in earnings
will be negligible relative to the overall profits of the
pharmaceutical giants. Patients in Central America will most likely
end up getting nothing in return for the higher prices.
"Congress will decide whether CAFTA goes into effect when it votes
to ratify the agreement. Many lives ride on the outcome of this vote.
Most of the 275,000 HIV-positive people in Central America will die
needlessly without access to cheap antiretroviral drugs. Congress can
save these lives by voting down CAFTA and telling the Bush
administration to renegotiate the agreement's intellectual-property
provisions. Could there be any better way to demonstrate our
dedication to the culture of life?"
Ratification of CAFTA is stalled in the US Congress. Recent tallies
shows 230 representatives against the treaty; only 218 are necessary
to block its ratification.

L'ultimo incontro del Congresso Eucaristico di Bari è stato dedicato
al tema dell'annuncio missionario. Le parole di don Giuseppe
Andreozzi, direttore dell'Ufficio pastorale missionaria della
Cei.
BARI - "A 25 anni dall'uccisione di mons. Oscar Romero, martire
dell'annuncio e della missione, abbiamo bisogno di un cuore grande e
la missione è un invito ad aprire il nostro sguardo in questa
direzione". Don Giuseppe Andreozzi, direttore dell'Ufficio pastorale
missionaria della Cei, ha introdotto con queste parole l'ultimo
incontro assembleare del Congresso Eucaristico, dedicato appunto al
tema della missione. "La Chiesa italiana - ha ricordato - non
finisce ai confini del nostro Paese. Sono almeno 14mila i missionari
italiani nel mondo al servizio delle Chiese locali e si può dire che
essi attingano proprio dall'Eucarestia la forza e la fedeltà per
compiere questa missione".
"L'Eucaristia - ha aggiunto Andreozzi - ci chiede di allargare lo
sguardo fino ai confini della terra perchè, come ci ha ricordato
Giovanni Paolo II nel messaggio per la Giornata Missionaria Mondiale
del 2004, Eucaristia e missione sono un binomio inscindibile". Prima
di introdurre le tre testimonianze di missionari, uno per
continente, mons. Andreozzi ha detto ancora che "la missione è il
modo con cui la Chiesa sta a disposizione di Gesù Risorto perché si
compia il Regno di Dio nel mondo". Al Congresso Eucaristico di Bari
è presente oggi anche il postulatore della causa di beatificazione
dell'arcivescovo di San Salvador, il vescovo di Terni Vincenzo
Paglia, che ha portato con se la croce pettorale che aveva Romero
quando fu colpito dai suoi assassini. Ai giornalisti ha detto di
essere ottimista circa i tempi della causa, che potrebbe dunque
concludersi rapidamente per volontà di Benedetto XVI.

This year marks the 25th anniversary of the martyrdom of the great
inspirational figure of the Americas, Archbishop Oscar Romero,
murdered by an assassin's bullet on 24 March 1980. Romero's life
bears much relevance for each of us today. It reveals how God can use
us and bring about change beyond our wildest imagination in the
society that we live in, when we are willing and ready to embark on
the narrow road that he invites us on.
When Oscar Romero was installed the Archbishop of El Salvador in 1977
he was no hero. He was then a compromise candidate, a conservative,
and a comfortable mouthpiece.
He was also predictable, a pious bookworm, politically cautious and
one who was expected to protect the status quo. No one, for sure, had
called him a prophetic voice in his early days.
A Jesuit, Salvador Carranza, called him (in María López Vigil's
book "Oscar Romero: Memories in Mosaic") "an insignificant being... a
shadow that went by clinging to the walls."
Carranza added that Romero was one who "stayed on the margins of all"
that was happening in the country. He remained timid in the midst of
the"terrorism" committed by the military.
The Latin American Catholic bishops had gathered at Medellín,
Colombia in 1968 to speak of "institutionalized sin" and to call on
the whole church to a "preferential option for the poor".
Romero preferred none of that or of the community-based pastoral
projects, nor did he support the progressive liberation theology
clergy aligned with the poor.
He remained "buried in his books" when a major protest of election
fraud ended in bloodshed after a crowd of protesters was attacked by
soldiers in the town square of the capital.
DYING AND RISING
The hinge that turned Romero from a "harmless priest" into an
outspoken voice of the voiceless people was the murder of his friend,
Rutilio Grande, a Jesuit priest, together with a 72-year-old layman
and a young boy. He was on the way with them to celebrate Mass.
Grande had been particularly outspoken in denouncing the injustices
against the 30,000 peasants working on 35 sugar-cane farms in his
area and in helping them towards self-determination.
Romero questioned why there was no official inquiry into the deaths —
and he never stopped questioning after that. What had brought about
the growing unrest, great social injustices and gross human rights
violations in his country?
He discovered that it had very much to do with the ruling oligarchy
of 14 families who were so powerful as to control most of the wealth
in that poor country and who wanted, by whatever means, to maintain
and protect their interests.
He was also confronted by the disturbing fact that the wealthy and
powerful few who had supported him in being the archbishop were the
very same people who tacitly sanctioned the violence that preserved
their positions.
Summoned by the authorities to view the remains of the three — a
clear lesson on what would happen to meddlesome priests — he in turn
summoned the whole of the Archdiocese to the funeral Mass the
following Sunday and prohibited the celebration of Mass everywhere
except in his Cathedral.
More than 100,000 people turned up. They "were applauding him, and
you could see him grow stronger. It was then that he crossed the
threshold. He went through the door. Because, you know, there is
baptism by water, and there is baptism by blood. But there is also
baptism by the people," related Inocencio Alas in Oscar Romero:
Memories in Mosaic.
Romero learned, as has been aptly put by Renny Golden, a co-author of
his life, that: "the church is more than the hierarchy, Rome,
theologians or clerics — more than an institution — but that night he
experienced the people as church."
"God needs the people themselves," he said, "to save the world…The
world of the poor teaches us that liberation will arrive only when
the poor are not simply on the receiving end of hand-outs from
governments or from the churches, but when they themselves are the
masters and protagonists of their own struggle for liberation."
SPEAKING THE TRUTH
On another occasion he would declare: "If some day they take away the
radio station from us . . . if they don't let us speak, if they kill
all the priests and the bishop too, and you are left a people without
priests, each one of you must become God's microphone, each one of
you must become a prophet."
In the three short years of his life as archbishop (which was often
likened to the three years of Jesus' public ministry), he became
their Good Shepherd. They heard and recognized his voice when they
became convinced that he was ready and willing to lay down his life
for them.
All Romero could do was speak the truth and that he did fearlessly
and freely: "The criterion that will guide the church will be neither
the approval of, nor the fear of, men and women, no matter how
powerful or threatening they may be. It is the church's duty in
history to lend its voice to Christ so that he may speak, its feet so
that he may walk today's world, its hands to build the reign of God…"
(6 Aug 1977).
He was very clear about his role: "To try to preach without referring
to the history one preaches in is not to preach the gospel. Many
would like a preaching so spiritualistic that it leaves sinners
unbothered and does not term idolaters those who kneel before money
and power. A preaching that says nothing of the sinful environment in
which the gospel is reflected upon is not the gospel" (18 Feb 1979).
In an audience in May 1979, Romero presented the pope with seven
dossiers which documented deaths, disappearances, and damning
evidence of human rights abuses in El Salvador. It made a lot of
powerful people at home furious and he received increasing threats to
finish him off.
The following year, Romero wrote to US President Jimmy Carter: "You
say that you are Christian. If you are really Christian, please stop
sending military aid to the military here, because they use it only
to kill my people."
Romero's letter went unheeded. Two months later he would be a victim
of the violence he had denounced. (In spite of the UN Truth
Commission having called the violence in El Salvador "genocidal", the
U.S. sent $1.5 million in aid every day for 12 years.)
PARABLE OF THE WHEAT
Oscar Romero's martyrdom was not something that he had personally,
carelessly or egoistically sought after. This was confirmed in his
conversation with Jorge Lara-Braud, a Presbyterian friend and a
leader among Latin American theologians:
"I'll tell you the truth, Doctor, I don't want to die. At least, not
now. I've never had so much love for life! And honestly, I don't
think I am meant to be a martyr. I don't feel that calling. Of
course, if that's what God asks of me, then there's nothing I can do.
I only ask that the circumstances of my death not leave any doubt as
to what my true vocation is: to serve God and to serve the people.
But I don't want to die now. I want a little more time..."
But like the grain of wheat in the parable he preached on, just
minutes before he was felled to the ground during Mass (a Catholic
celebration of Christ's giving of himself), he was ready to yield, so
that he, in his very own words, would "be resurrected in the
Salvadoran people."
May God grant us the same grace He gave to Oscar Romero - to be freed
of our comfortable and safe religious practices and/or our
comfortable middle-class lifestyles and to rise to a new life for
others.
May we be a voice to the voiceless – the communities (whatever their
colour, creed or culture) in Malaysia who are displaced, deprived,
dispossessed and disempowered.
May we dare to risk speaking up for those disillusioned by the empty
and broken promises of politicians, demoralised by the slow grinding
wheels of justice, and drowned in a vicious cycle of poverty and
violence, and who end up with their young, dysfunctional – and turned
into subject matter to be documented and eventually damned into
oblivion!.
May we be courageous enough not to take the path of compromise or
convenience laid out by the powerful but be on the side of those who
have no cash, credit, clout, "cables" or connection.
May we learn to overcome our fears and rise in boldness to denounce
unjust laws such as the Internal Security Act, which (retired)
Archbishop Soter Fernandez had so rightly, in 1987, called "an
immoral" law.

The PDDH on Soto and ULS murders
This is the fourth in a series of posts on Tim's El Salvador Blog
regarding the work of Dr. Beatrice Alamanni de Carrillo, the Human
Rights Ombudsman (PDDH) in El Salvador.
In the past 7 months, two high profile slayings took place which worry
labor and social activists in El Salvador. In November,
Salvadoran-born Teamster Gilberto Soto was murdered, and in February,
the watchman of the Salvadoran Lutheran University (ULS) was murdered
and left hanging in a tree. In each of these cases, the police
arrested suspects, proclaimed the incidents to be "common crime" and
declared the cases closed. In each of these cases, colleagues and
relatives of the victims do not believe the crimes have been solved
and fear that political motives are behind the crimes. The office of
the PDDH has reviewed the investigations of both cases and issued
reports highly critical of the police investigation.
In the Soto case, the PNC declared that the murder had been
masterminded by Soto's mother-in-law and carried out by gang members.
The report of the PDDH criticized the police handling of the evidence
of the crime, however, and criticized the initial refusal of the
investigators to provide the PDDH with access to the suspects. More
serious was the charge of the PDDH that there was medical evidence to
support that allegations of the suspects that they had been tortured
and subject to sexual abuse by Elite Organized Crime Unit of the PNC.
The report criticized the use of anonymous sources to support the
charges, and the failure of authorities to investigate the possibility
that there might be a political motivation to the crime in light of
Soto's union organizing.
In the ULS watchman case, the PNC arrested suspects in possession of
computers and other goods stolen from the ULS, and declared the case
closed. The PDDH report was also highly critical of this
investigation. The PDDH concluded:
* It is highly probable that the murder and robbery of the
university were intended to create terror in the Lutheran religious
and academic communities.
* The PDDH noted that the Lutheran Church had been characterized
since the civil war as an institution which denounced injustice and
the violation of human rights. As a result of this activity, it has
been a persecuted church.
* The crimes appear to have been committed by a well-organized
criminal group with strong logistical and operational capacity, and
the crimes showed evidence of being well-planned and smoothly
executed.
* The initial police investigation was filled with negligence,
deficiencies and irregularities.
* The police need to re-examine their assumption that the motive
was "common robbery."
Unfortunately there seems to have been little reaction, reassessment
of assumptions, deeper analysis or further investigation by the PNC in
response to the PDDH reports on either the Soto or ULS slayings.
Perhaps the PNC has, in fact, captured the right suspects. But the
procedural defects disclosed by the office of the PDDH makes it
unlikely that the victims' family, colleagues and the public at large
will ever have confidence in the result.

aquellos que fueron responsables por violaciones a los derechos

debe de hacer porque re-abriría las heridas del pasado.
* Pocos esfuerzos para obtener justicia por mujeres asesinadas han
tenido éxito y más mujeres han sido asesinadas.
* La legislación contra las maras continua causando preocupaciones.
* Las riñas en las cárceles en agosto que resultaron en 31
prisioneros muertos en La Esperanza (prisión de Mariona).

"In quanto testimone di pace e di non violenza", monsignor Oscar
Romero, arcivescovo di San Salvador, assassinato 25 anni fa, "è
diventato vittima di strutture di morte; esse non consistevano solo
nella violenza e nell'omicidio, ma anche, prima, nell'assenza di
condizioni di vita dignitose per la maggioranza della popolazione
salvadoregna, costretta a vivere nella povertà e nell'indigenza": la
sua figura è stata ricordata stamani al Congresso Eucaristico
Nazionale di Bari da Paola Bignardi, presidente dell'Azione Cattolica.
Nel suo intervento, dal titolo "La domenica e la città dell'uomo",
Bignardi ha citato anche Giorgio La Pira, docente universitario,
padre costituente, parlamentare e sindaco siciliano di Firenze, per
il quale "il rinnovamento delle strutture politiche ed economiche per
costruire la città sempre più a misura d'uomo deve prendersi cura dei
poveri e scegliere come criterio di orientamento il bene della
persona, e non le strutture stesse: una carità all'opera per il
rispetto della dignità umana".
La presidente dell'Azione Cattolica - svolgendo una riflessione
inserita sul tema del Congresso, "Senza la domenica non possiamo
vivere" - ha ripercorso gli scritti di La Pira, citando l'ex-sindaco
di Firenze laddove definisce i poveri "il più grave fra gli squilibri
umani (dopo quello del peccato) - insito nelle strutture del sistema
economico e sociale del paese che li tollera".
Come terzo esempio, accanto a Romero e La Pira, di "cittadini e
cristiani illustri, che con la loro testimonianza hanno contribuito a
costruire città più degne delle persone" Bignardi ha evocato la
figura di Alberto Marvelli, ingegnere riminese morto nel 1946 in un
incidente stradale all'età di 28 anni, impegnato nel servizio di
sostegno agli sfollati sul finire della seconda guerra mondiale e
coinvolto in qualità di assessore per la ricostruzione della sua
città, che Giovanni Paolo II ha proclamato beato nel settembre 2004.
Questi tre testimoni, ha concluso Bignardi, "hanno un forte elemento
comune: al centro della loro azione questi tre testimoni hanno posto
i poveri.
Perché fino a quando ci sarà una persona umiliata, sfruttata,
lasciata soffrire nell'indifferenza? sarà impossibile la
realizzazione di quel sogno che vuole e pensa un mondo in pace, in

Città del Vaticano, 24 mag. (Apcom) - Oscar Romero, arcivescovo di
San Salvador assassinato 25 anni fa e Giorgio La Pira, ex sindaco di
Firenze, candidato alla beatificazione, sono esempi che dovrebbero
seguire i politici di oggi: con la "loro testimonianza hanno
contribuito a costruire città più degne delle persone". Le due figure
sono state al centro dell'intervento di Paola Bignardi, presidente
dell'Azione Cattolica, tenuto in occasione del Congresso eucaristico
in corso a Bari.
La Pira si batteva per "il rinnovamento delle strutture politiche ed
economiche al fine di costruire la città sempre più a misura d'uomo"
per "prendersi cura dei poveri e scegliere come criterio di
orientamento il bene della persona, e non le strutture stesse: una
carità all'opera per il rispetto della dignità umana". Quanto ad
Oscar Romero, ha aggiunto Bignardi, "è diventato vittima di strutture
di morte che non consistevano solo nella violenza e nell'omicidio -
ha sottolineato - ma anche, prima, nell'assenza di condizioni di vita
dignitose per la maggioranza della popolazione salvadoregna,
costretta a vivere nella povertà e nell'indigenza".

La Bignardi ha poi concluso la sua lunga analisi con un appello: "A
tutti coloro che hanno responsabilità pubbliche -civili, sociali,
politiche ed anche ecclesiali- l'augurio che abbiano il coraggio di
mettere sulla loro porta il cartello che aveva Alberto Marvelli: I
poveri hanno la precedenza".
Il 6 maggio scorso il materiale raccolto per la causa di
beatificazione di Giorgio La Pira è stato consegnato in Vaticano,
alla Congregazione per le Cause dei santi. Sedici scatole, che
racchiudono le valutazioni dei teologi sugli scritti editi e inediti
di La Pira, sulle quali la Congregazione per le Cause dei Santi
esprimerà il proprio giudizio, ed eventualmente sottoporrà la causa
al Papa per la decisione definitiva.
CUBAN FIVE AWARDED FOR HUMAN SOLIDARITY

Habana, May 26 (Prensa Latina) The Cuban Five, unfairly imprisoned in
US for trying to frustrate terrorist actions against the island, were
awarded with the Face of Solidarity distinction at Havana´s Marti
Studies Center, Granma newspaper reported Thursday.
The award, given to different figures by the Oscar Arnulfo Romero
Reflection and Solidarity Group, was given to their relatives by the
group´s coordinator Gabriel Coderch, during the closing of the
workshop "Culture, Faith and Solidarity: Emancipating Alternatives or
a Globalized World," states the daily.
The Oscar Arnulfo Romero Group is a Cuban society organization that
bears the name of the Salvadorian bishop murdered when he was holding
a mass on March 24, 1980.
The aim is to foster reflection, research and social transformation
based on solidarity values, design, training programs and social
projects.
Fernando Gonzalez, Gerardo Hernandez, Antonio Guerrero, Rene Gonzalez
and Ramon Labañino, known as the Cuban Five in ongoing international
campaigns for their release, are serving harsh and inhuman sentences
ranging from 15 years to double life imprisonment in the US after a
rigged and biased trial in Miami.
Arrested in 1998 in Miami, their real crime consisted of gathering
information about terrorist plots by counterrevolutionary
organizations in Miami, Florida, with an aim to prevent the deaths of
Cuban and even United States citizens.

HURRICANE'S SUDDEN END DRAWS COMMENTARY
A message posted on an on-line forum sums up the topic entirely: "It
was impressive to see in the infrared weather scans how the eye of
the hurricane began to rapidly fall apart upon entering and impacting
the Salvadoran coast line, evolving once again from hurricane to
tropical depression. There can be no doubt that it was a miracle
that the historic phenomenom was not fully developed."
Gaspar Romero, the brother of the late Archbishop Oscar Romero,
agrees that the outcome was curious: "miraculously, it dissipated
without causing major damage. Thanks be to God. Scientists can find
no explanation."
Over the fact of the matter, there is no doubt. LA OPINION of Los
Angeles reported it thus: "Upon touching the soil of El Salvador on
Thursday night, coming in from the Pacific, Adrian devolved into a
tropical storm." Just as Don Gaspar recounts it.
On the night of the storm, the forecast had been very heavy, and from
credible sources. The venerable Salvadoran activist Jose "Chencho"
Alas had said, "We fear that the destruction will include terrible
flooding, lost homes, and thousands of people both sick and
injured." The president of Honduras said that only "with our entire
faith placed in God, do we embrace the hope that Adrian loses
strength or changes course."
However, the following day was a, let us say it - miraculous -
morning: "Well, thanks to God today the skies of San Salvador awoke
without a sign of rain, the whole phenomenom we expected just melted
away before coming in in-full-force, and we are sure that our prayers
were heard from on high," writes a correspondent to the Obra de Maria
website. Other commentaries on that website follow the same
line: "that the weather changed miraculously."
But, if it was a miracle, who is the miraculous force that has
protected the Salvadorans? For Gaspar Romero, that issue is not so
mysterious: "The majority says that it was a miracle of God, and they
see the hand of Archbishop Romero," he tells me.
The day after the scare, we put a picture of Archbishop Romero
celebrating Mass at El Salvador's El Cuco beach as gesture of our
thanksgiving, and we substituted the ominous name of the hurricane
with the celebratory phrase, "Thanks be to God!!"
And to Saint Romero, for having advanced all the prayers that were
commended to him.

La noche de la tormenta, el pronóstico había sido bastante pesado, y
desde voces con mucha credibilidad. El venerable activista
José "Chencho" Alas dijo que, "Tememos que la destrucción va a
incluir terrible inundación, viviendas perdidas, y millares de
personas enfermas y heridas." El presidente de Honduras dijo que
solo "con toda nuestra fe puesta en Dios, abrigamos la esperanza que
Adrián pierda fuerzas o se desvíe de su rumbo".
Sin embargo, el siguiente dia fue un amanecer, bien digamoslo,
milagroso: "Bueno gracias a Dios hoy los cielos de San Salvador
despertaron sin señal de lluvia, todo el fenómeno que se esperaba se
deshizo antes de entrar con toda su fuerza, estamos seguros que
nuestras oraciones fueron escuchadas en lo alto," escribe una
corresponsal del sitio Obra de Maria. Otros comentarios en ese sitio
seguían la misma linea: "que milagrosamente el tiempo cambió."
Pero, si fue milagro, ¿quien es la fuerza milagrosa que ha protejido
a los salvadoreños? Para Gaspar Romero, ese tema no es muy
misterioso: "La mayoría dice que fue un milagro de Dios, y la mano
de Monseñor Romero," me cuenta.
El dia despues del asusto, pusimos una foto de Mons. Romero
celebrando la misa en la playa del Cuco como un gesto de nuestra
acción de gracias, y sustituimos el nombre espantoso del huracán con
la frase de celebración, "¡¡Gracias a Dios!!"
Y a San Romero, por haber gestionado todas las plegarias que se le
encomendaron...

Carlos Rivas Zamora, el popular alcalde efemelista de San Salvador
anunció hoy que se retira de la carrera electoral por la alcaldía y
que no buzcará la posición del FMLN en las elecciones de 2006. Rivas
Zamora está alineado con el ala reformista del FMLN, y su retiro
refleja su conflicto con la cúpula del partido controlada por
ortodoxos de linea dura aliados con Schafik Handal. Alcaldes en
otras ciudades asociados con el ala reformista tambien han anunciado
que no serán candidatos.
La cúpula del FMLN respaldará a Violeta Menjivar como su candidata
para alcaldeza de San Salvador. Su ensistencia en Menjivar como la
candidata ortodoxa le podrá costar al Frente la elección para
alcalde. En una encuesta publicada hoy por el Instituto
Universitario de Opinión Pública (IUDOP) de la Universidad de Centro
America, Rivas Zamora era el candidato en primer lugar, preferido
por 32,7% de los participantes en la encuesta, mientras que Menjivar
manejaba solamente 14%, a pesar del respaldo público del partido.

tenacity and understanding that would have long ago earned him
international recognition if he were writing for LA PRENSA GRÁFICA or
EL DIARIO DE HOY. This is all the more astonishing when you realize
that Tim is physically located in Wisconsin. No matter. We know
where his heart is at. Tim has been providing intelligent, hard-
hitting, and uncompromising discussion of Salvadoran politics almost
every day since November 17, 2004, and I am happy to report that now,
you will be able to read his insightful posts here on the SAN ROMERO
group. Of course, I encourage you to visit Tim's El Salvador Blog,
to see his links and archives, and just to show him your moral
support. But, I want to thank Tim for his excellent work, and for
being willing to share it with us here. I hope it is a beneficial
arrangement for everyone, and I look forward to his next piece.

Sometimes I wake up and say: this really isn't happening, it's all just a

Son las 5:31 pm y acabo de salir de mi trabajo de lo cotidiano d ela vida, y sin
embargo este texto em hizo pensar en QUIEN SOY YO.....y me descubro como una
persona que dentro de una rutina que todos vivimos tambien encuentro razones
para seguir creyendo que cuando lo que haces lo haces con amor la recompenza
serà enorme ...y esa recompensa es cuando puedes dormir tranquilo me refiero a
dormir cansado de trabajar por el reyno de Dios.

Mi fundación está metida hasta las cejas en el
Movimiento Mesoamericano por la Paz -de Panamá a
Chiapas-. Uno de los temas que desarrollamos, el
segundo por cierto, es "Yo y el Otro". En este tema
de nuestros talleres de paz, nos interesa primero
saber quiénes somos, o mejor dicho, quién soy yo.
Aplicando el método de la investigación participativa,
en el primer paso llamado "descubrimiento", tratamos
de descubrirnos o revelarnos positivamente, o sea,
cuál es mi riqueza personal. Este ejercicio lo
hacemos en parejas. El otro me revela su yo y yo le
revelo el mío. Soy hijo de... nací en el campo... en
la ciudad de... mi cultura me viene dada por el país
al que pertenezco, comenzando por los valores y
principios que recibí de mis padres, de los otros
niños, de la escuela, de la iglesia a la que voy o
fui... soy imagen de Dios, hijo de Dios por voluntad
de mi hermano Jesús... tengo esta profesión, oficio o
trabajo... soy esposo, novio, tengo estos hijos...
tengo estas habilidades, etc.
De esta manera descubro mi riqueza, la valoro, la
aprecio y sé para que sirvo. Yo les aseguro que si
Bush hubiera hecho este ejercicio antes de lanzarse a
candidato a presidente, no estaría en la Casa llamada
Blanca.
Se nos ha enseñado a hacer el exámen de conciencia y
ver lo malo que somos. Me parece que de esa manera no
descubrimos la grandeza y riqueza que hay en nosotros,
riqueza que debemos ponerla al servicio de los demás y
a la gloria de Dios. Ya sabemos que somos
imperfectos, inacabados, incompletos, etc. Lo que
necesitamos es saber que pertenecemos a un pueblo, a
una cultura, a una fe, a un Dios que es Padre, a un
hermano que es Jesús, a un Espíritu que nos inspira y
SERVIR. Esa es la condición para amar, ser solidario
y gozar la vida a todo pulmón, con alegría loca porque
estamos construyéndonos y ayudando a otros a crecer.
