Pues proba primero re-emerchar esa libreria:
# emerge x11-libs/qt-3

y luego

# emerge kde

se va a tardar un cacho el qt!!

tu make.conf esta bien solo proba con qt y no qt3 o qt4

El otro problema es como dijo Josue:
# etc-update

esta que me pide reinstale las liberias qt-3* pero en
mi portage yano ay ningunpaquete llamando qt-3* me
