1. New Highlight: Capacity building for IWRM

If responsibilities for integrated water resources management (IWRM) are to
be further shifted toward local actors, there is a need to develop their
capacities accordingly.

Decentralization, public participation and empowerment should be accompanied
by significant capacity-building efforts for crafting robust institutions
tailored to specific conditions and responsibilities. When knowledge and
opportunities to influence decision-making are vested among stakeholders, a
virtuous cycle of social learning can be triggered. Finding mechanisms to
implement level-field communication and constant interaction among
stakeholders is important to increase their capacity to engage in successful
local actions for water sector management and development.

3. Development Gateway Initiatives Announced at WSIS
----------------------------------------------------------------------------
--------------------------------------

Three initiatives announced at the World Summit for the Information Society
on 16-18 November in Tunisia will bring new communities of practice to the
Development Gateway. The new Open Educational Resources dgCommunity,
supported by The William & Flora Hewlett Foundation, was launched with
African Virtual University and Utah State University's Center for Open and
Sustainable Learning serving as co-Guides; a new partnership with Egypt's
Bibliotheca Alexandrina that will provide Arabic translations of Development
Gateway resources was announced; and a new e-government task force for Latin
America and the Caribbean was launched. Results from WSIS will be available
in mid-December as an update for the current Information Society Special
Report
