I received the information below from Dr. Tove Skutnabb-Kangas of Roskilde
University, who as you know is one of the world's leading scholars on
linguistic human rights and one of the most vocal and effective advocates
for minority language rights. Perhaps you knew this, but I did not; January
1 2005 launched the second United Nations International Decade of the
World's Indigenous Peoples. At any rate, I wanted to pass on the petition
below to you (I plan to sign--note there is a deadline this week, and you
have to go to the website to sign). The purpose is to urge the appropriate
UN working group to continue and finalize the Draft Declaration for the
Rights of Indigenous Peoples--which was begun in the context of the last
"International Decade of the World's Indigenous Peoples" but never fully
vetted or ratified. (Victor, part of this was the draft I passed out last
week in class.)

Please pass this message on to those you think would be willing to ally
themselves with this important work.

action petition which is designed to be sent signed to the members of
the United Nations Commission on Human Rights and relevant UN bodies
and persons in order to urgently lobby for the continuation of the
Working Group on the Draft Declaration for the Rights of Indigenous
Peoples.

This is the first urgent action of Speaking4Earth, a website launched on 10

Indigenous Peoples. This website was created in order to globally
disseminate news on Indigenous Peoples and their issues and specifically to
initiate and carry urgent actions such as this one.

PETITION FOR SIGNATURES
We, the undersigned, Indigenous Peoples, nations, non-governmental and other
organizations, institutions and individuals urge the United Nations
Commission on Human Rights to renew the mandate of the Working Group
established in accordance with Commission on Human Rights resolution
1995/32.
As you are aware, in December 2004, the General Assembly approved a Second
International Decade of the World's Indigenous People, which began on 1
January 2005. A stated goal is the further strengthening of international
cooperation for the solution of problems faced by Indigenous Peoples, in
such areas as culture, education, health, human rights, the environment and
social and economic development.
A major objective of the first International Decade was the adoption by the
U.N. General Assembly of a Declaration on the Rights of Indigenous Peoples.
This crucial objective has not yet been achieved and should be pursued to
its successful conclusion.
In all regions of the world, Indigenous peoples continue to be
subjected to rampant violations of their human rights, including racism
and racial discrimination and the widespread dispossession of their
lands, territories and resources. In view of this ongoing urgent
situation, it would be unconscionable for the United Nations to not
extend the mandate of the intersessional Working Group and terminate the
current standard-setting process.
In our respectful view, it is reasonably possible to achieve consensus
on a strong and uplifting Declaration on the Rights of Indigenous
Peoples. For this essential purpose, States and Indigenous peoples
require an extended opportunity to continue to work together so as to
further reach common understandings on Indigenous peoples' human rights and,
where required, clarify and strengthen the existing draft text.
Since there remain significant differences among States on Articles
vital to the protection of Indigenous Peoples' rights, we urge the
establishment of a reasonable and productive timetable for the
continuation and completion of this important work.
