Training Asian Development Bank
IHS staff members, Rolf Dauskardt and Carley Pennink, recently worked in Manila, the Philippines, with their partners, Rebel Group, training Asian Development Bank staff on stakeholder management in Public Private Partnerships.

It is ADB¢s policy to increase support to governments in Asia that are setting up partnerships. The module provided by Rebel Group and IHS is a part of an in-house training programme to increase staff exposure to issues faced in the development and execution of PPPs in the region.

The training focussed explicitly on the importance of managing a complex variety of stakeholders during the key phases of PPPs, starting during the development of policy and legal frameworks, all the way through the implementation of a PPP project. The course was case-based, the participants used a real live PPP case from Nepal, a dam project which involved substantial relocation, to work through developing a stakeholder management and communications plan.

The course had 17 participants representing different interests and different departments within ADB. Some staff are involved public sector lending, some private sector lending; some are social development specialists, and staff from 5 resident missions also attended. The variety provided an interesting range of perspectives in discussions.

The course comes at a time when IHS is increasingly taking part in projects and providing advisory training and research services on the topic of partnerships. The market demand is increasing and IHS is building its profile on the topic and expanding its position in the market. The hope is that there will be many exciting prospects to come.
